I did talk to ofgem about this question about 8 years ago and they didn't seem to have a problem with it. It's an excellent way to make solar more viable. If you charge the tennant less than they would normally they will be happy and it won't be profit for a long while, when you can revisit.
...using VOs to solve this isn't normally allowed anyway, as the inverter no longer knows the grid voltage (which will then be pushed even higher.)
There are othe possible causes to check though - cable sizing (is it only an issue when generating?) and I've seen inverters 'misreading' voltage
Of course they'd need to be on the same phase, and you'd need to measure power going the other way too (from flat to landlord.) Talk to the DNO/supplier too as I've wondered in the past about the regulations here....

Ok not mandatory but usually we need to comply if we want the business, as the customer often requires it. Especially commercial customers. And re the cop MCS states it's a requirement in their PV standard. You can find it on the mcs website.

there's a strong legal case to be a made I believe that they should be free, now that they are more often a requirement than they were. In fact there is a court case running in Europe on similar issue with Toy standards
