Lucky sole is all I can say. Last 3 years annual assessment = complete waste of my time and money. The last 2 assessors agreed with me

It’ll be fine as long as you use rigid round ducting. Part F applies to new builds AND extensions

I came across one about 10 years ago in a house being prepared for rental. The LL accepted my advice to remove it ;)

And 1.5kW in a towel rail it would be glowing red. They are normally between 200w and 400w
