Do solar installers ever fit the correct protective device?

    Guidance please

You are not going to get an RCBO for that but I suspect the RCD side has spare ways it can be moved to, not ideal but solves the problem.

    EV charger fuse box tripping

That has PME fault protection so one of two things are happening, the red indicator is indicating a PME fault or the unit is faulty. I think you are going to need to contact Garo or get professional help.

You can lead a horse to water @SPECIAL LOCATION but you can't make it drink.

Contact isn't made until the lamp cap is screwed home leaving the thread shrouded. It is IET not EIT.

It isn't polarity biased it does not matter.

    Light fitting wires

If the off centre contact comes up the side then it does need to be polarity biased but I still can't make it out.

But it will be technically safe however you connect it. I'm pushing 60 so know how we used to do things but this change came in years ago but some people don't realise it or accept it.

That is not the case read Regulation 559.5.1.206

This is an EN 60238 lampholder and the arrangement of the contacts and the construction of the lampholder make in non polarity biased, yours is like this I believe but a clearer picture at an angle may help.

    Light fitting wires

OP how far up does the right side contact in the lampholder protrude? The picture is not clear but everything indicates it is not polarity biased.

That lampholder unless my eyes deceive me complies with EN 60238 so see Regulation 559.5.1.206.

That can be connected any way polarity is not important.

Can you show the inside of one of the lampholders.

Probably won't matter if it is ES if manufactured to correct standards.

Is this possibly caused by poor earthing?

Yes the statement you have essentially made in #53.
  18. Fleeting

Is this possibly caused by poor earthing?

Which is what I said in #31 followed by sarcastic remarks from you.
  19. Fleeting

Is this possibly caused by poor earthing?

Of course it doesn't and BS7671 does not recognise this notice so short term or long term it holds no water.
  20. Fleeting

Is this possibly caused by poor earthing?

There is no way that is double insulated.
