BS 7671 which is the minimum standard only requires an RCD regardless of it's type to be tested with an AC current obviously this may change in the future. If you set your meter for an A type you could argue you are not adhering to the minimum standard and should actually test it twice, Type A...

Correct me if I'm wrong but the tester does not need to input the type of RCD it just needs to apply the correct test current.

A short circuit between line and neutral will give a low reading in comparison to an appliance. Using ohms law a 2.3kw (23 ohm) kettle will give 10A so not a short circuit. As already mentioned you would need a low ohm meter and decide if what you are reading could quantify as a dead short...

There isn't a great deal in the report even though the schedule of inspections has multiple Code 2s with no explanation as to what they mean and the schedules of circuits seems to have gone pear shaped. They have not denoted an earthing system yet tick earthing arrangements as correct.
