    BS 7671 which is the minimum standard only requires an RCD regardless of it's type to be tested with an AC current obviously this may change in the future.     Correct me if I'm wrong but the tester does not need to input the type of RCD it just needs to apply the correct test current.

    We sent a batch of meters to a calibration day which included by mistake an insulation resistance/continuity tester which didn't work on continuity. Came back with a Certificate saying all was well but still didn't work.

    To suggest a rewire you must support it with evidence. My house was wired in 1971 and it is perfectly sound.

    A short circuit between line and neutral will give a low reading in comparison to an appliance. Using ohms law a 2.3kw (23 ohm) kettle will give 10A so not a short circuit. As already mentioned you would need a low ohm meter and decide if what you are reading could quantify as a dead short...

    There isn't a great deal in the report even though the schedule of inspections has multiple Code 2s with no explanation as to what they mean and the schedules of circuits seems to have gone pear shaped. They have not denoted an earthing system yet tick earthing arrangements as correct.
