    Hardware acceleration is effectively handing off some of the video processing to the graphics hardware rather than trying to do it all itself. This is one of the things that get disabled in safe mode. It is probably some driver issue.

    You would be better off switching suppliers. I pay about 10p (or 10.something anyway) per kWh for a commercial unit, and I use a hell of a lot less than you do. Doing that would save you 1k per year without even laying anything out.
