Can I do ANY DIY work on business premises?

Simple answer is YES, but at your own risk, there are no qualifications to be an electrician.

Please help. No earth to electrical meter

Now that is interesting, I have never come across one of those, yet.

    new AFDD's

Its strange how the consumer units in different countries evolve, in France you can get 1,2,3,4 and 5 row boards and they will all generally be 13 module, in Germany you can get the same row boards, but generally they will be 12 module, no idea why the difference, big difference is all MCB etc...

    new AFDD's

Not unusual in Europe to have a three phase supply, supplying three single phase's in one room.

    new AFDD's

The consumer units we use in the UK are not big enough to supply everything by a radial circuit, especially if supplying the white goods on individual radials.

Cost Of A Rewire 3 Bed Bungalow.

And an all RCBO board, so much safer and should only cost about £100.00 more.

    RCBO tripping

Except for periodic inspections which don't exist, If you buy a rural property in France and it already has a supply connected, beyond the main Disconjoncture de Branchment (500mAH tariff switch) which is the property of EDF, you are allowed under French law to do whatever you like, the only...

    RCBO tripping

Not within the regs yet as far as I know.

    RCBO tripping

The cost of NYM precludes its use as a norm, T&E as we know has conductors of different size's, French regulations state that all conductors must be of the same size and double insulated, this is usually achieved by single core inside plastic flexible conduit, although they seem to think its OK...

    RCBO tripping

Not just the reg's, T&E not allowed, MCB's and RCBO's are dual pole, plus many other differences including manners.

    RCBO tripping

I often wondered where the saying "With all due respect" came from, because the next thing said is anything but respectful, "not taking sides" and then criticising is in the same vein. Is this really supposed to be "The UK's Friendliest Electrical Forum" or is it just one or two individuals...

    RCBO tripping

Perhaps not, but useful information for anyone in the future, or is thread drift not allowed on "The UK's Friendliest Electrical Forum"

    RCBO tripping

Most modern dual pole RCBO's have an indicator on them to tell you if it was an earth fault that caused it to trip out, certainly the Hager ones I use do...

    RCBO tripping

Hmm picture shows a tripped 32amp RCBO, but does not seem to have any connections to it.

    Your thoughts on 'fast-track' courses

There is no legal requirement to have any qualification or ticket to call yourself or work as a domestic electrician in the UK, get hold of the Part P regulations and read them, again no legal requirement to be a member of any scheme to submit a Part P application which is the householders...

    Ring main return cable route

Safe zone does not apply in this case, the straight no slack way the T&E has been run its never going to be terminated into a socket anyway.

    Ring main return cable route

Looking at the OP's picture my first thoughts where is there enough cable in each box to terminate properly, once cut on a straight run of cable it will be difficult to connect both ends into a single terminal, should have a loop of cable in each box IMO.

    Hob and double oven

To the OP, stop faffing around (technical term) if you can get another circuit in without too much trouble go ahead and do it, if you can't without ripping the kitchen to bits then use the existing circuit, but upgrade the MCB.

    Electric shock

How can a "professional !" leave a potential dangerous situation like that, anyone with a pacemaker will probably have a very serious problem with any kind of shock. @kerching Not just proper testing, but get proper training as well.
