If the live wire in a cable accidently became shorted to the earth wire, then the ohms resistance between earth and live would be very low or even zero. A component in the boiler that is going faulty might start to show lower than normal resistance between live and earth. For example, this...

The cover UNG recommended can be flush-mounted in the concrete. With some plastic conduit down through the concrete for the rod. But how does the earth cable run ?
