Its a split concentric  , sometimes used by DNO for street lights etc   .     As Sharpie says  its a non compliant   cable  within BS 7671   .    We are not supposed to use it as it has no earthed overall sheath  as in SWA  .   Probably a foreigner  by a DNO  or the old MEB  guy .

My last employed job was  Supervising & estimating   ...but  99%  went out as quotations  as that was stipulated by  the various bodies  like West Mids. County Council ,    Barclays Bank ,  Aston University  ,  B,ham City Council  ,  NHS  etc .    Hence I generally submit Quotes .    ...

We seemed to use miles of it once  upon a time ...mostly frames for switchgear  etc  .      If I remember correctly  it became an expensive item .
