I have today studied that chapter and it does not mention isolation. Its main concern is if there is natural light, the luminaire will not be turned on so the fan wont, so in those cases a sensor of some sort is needed

How many of you test Neutral to Cpc, ie Rn to R2 when testing either new circuits or on a Eicr (to be clear, similar test to R1 + R2) . All circuits not just rings . Also have you seen any software or test sheets that has anywhere to record this ?
You now mention sensor. Some motion sensors dont like led's, not enough load. Also 2 wire sensors wont work with led but may show 230/240 v with a multimeter
