    Power Regulator

    hi i have a toroidal transformer  linked to a board  and it has a voltage of 67v dc  it has a smoothing cap of 63v 1000uf  if i replaced it with a 35v 1000uf  would that help bring the voltage down i am trying to bring the voltage down to 28 volts dc  i do have pictures if needed
