as above I am looking at multi meter been looking at the Megger 1721and the 1731 or the Fluke 1664fc , I need help its been a long time since I have had to buy one ,I don't want a rechargeable one so the 1731 is out there are just so many any help would be useful  

Has any one seen these colours used before the job was done new about 12-15 years ago rip out today.  4 core swa (colour red ,brown. blue, green/yellow) I know there is tape on them but you can see the base colour below what would you need this colour arrangement for?
