    I agree but it's a quick preliminary test which can sometimes give you an indication of which circuit the fault is on. Obviously the most effective method of eliminating a fault on the final circuits is to carry out the necessary IR tests.

    If you've already tested for a L-E fault and not found one then what other logical step is there to take ? Unless there is a problem with the RCD itself (uncommon) the fault is either L-E or N-E

    If the RCD will not reset with all the MCBs off then the next step is to check for a neutral - earth fault. The safest way to do this, in my opinion,  is to isolate the whole consumer unit - preferably using the intermediate isolation switch if your Distribution Network Operator has fitted one...

    It still seems to be a frequent practice on new builds to feed the meter tails from the exterior meter box up through the cavity and into the back of the consumer unit on the opposite side of the wall.

    I would start by checking for cpc continuity at one of the switches. If yes then it's quite possible that Steps is correct ! (not that Steps is ever incorrect - especially when earth rods are the topic  :Salute   )

    Thanks for the reply. Many trays are suspended by studded bars & unistrut fixed to a concrete ceiling whilst others are attached to the structural steel which is bonded to earth therefore I do not think that the trays are introducing a different earth potential.
