2382 is Regs.. perhaps a typo? In my view for a spark you start with 2365, 2382 and 2391 (all lvl 3). Add a couple of years and you should be good to go. They cover Craft/Theory, Regs and Test and Inspect.

if you have isolated the psu then you should definitely ground the case as well, as you have, otherwise you might start to get weird (signal) noise issues. But tbh its almost impossible to completely isolate the case, the mobo stand-offs are grounded, and the drives, and some pci(e) cards...
