110v at light after replacing switch

Today I tried to change an old broken pull cord light switch in an old building. The old switch was jammed and would not close. I replaced the switch (one way), put in a new light bulb but it didn't work. When I checked the voltage at the light I discovered there was only 110V there instead of 220V. As I said its an old building. What I also found strange was I had about 30V across the "supposed" live wire and switch wire at the pull cord switch. Any help would be greatly appreciated! Thanks.

 
You have some wires open circuit somewhere with induced voltages by the sound of things...

and using a cheep test meter to test you readings with.
