2D light fault

had a look at a 28W 2D light earlier that was not working. customer has already put new lamp & starter in but still nothing (packaging & old are still next to light, so there not just saying it).

take cover off, stick volt tester on incoming L&N. 240v. light then comes on. not what i was expecting. turn the light off then back on. nothing. stick tester on and it lights.... all connections are sound.... just cant work out why it suddently worked when i tested voltage?

 
4 pin or 2 pin?

what wattage are the fittings?

and what wattage lamps are they using?

none of these things are interchangeable but they all fit each other.

 
28W 4 pin. lamp was correct for fitting, and so was starter. just cant figure out why it sprang into life when i tested the voltage at terminals. then failed to start, until voltage tested again

 
why do we have a starter on a 4pin lamp?

they dont usually require an external starter. (is it an old fitting?)

does the fitting state its a 4pin lamp, or are you going by the fact there are 4 pinholes.?

 
connection on both sides are screw terminals. all connections good. checked connections to choke & holder and they seemed fine. didnt check voltage at another point. just L-N (then L-E & N-E).

 
IIRC I've had this kind of fault on a ballast before,,,

one of the joints inside it was broken (open circuit) near the terminal block... when you probe it you push the joint back together
