4" Timed Extractor fan - not timing out.

Hey I'm a spark. Iv installed a 4 inch extract fan in a bathroom. A timed model. However the fan is not timing out!. Its permanent feed sw wire and neutral are all in correct position. There is only one thing that is strange to me. The sw wire when off still has a voltage of 12v between itself and neutral. Could this be why it wont turn off? If so what is causing this? eddy currents perhaps?

If iv answered my own question well and good. If not, Please help! It's becoming embarrassing going into this guys house to try and sort this out so many times! Thanks in advance for any help.

prob just an induced voltage and fan is knackered

is there a humidity setting on the fan?
