If so, you would like to make sure all 3 phases are balanced in terms of current demand so one phase isn't being unduely loaded.

Balanced electrical system? Balanced electrical system' to me is balanced phases.

In a perfectly balanced three-phase & neutral system there will be no current flowing in the neutral. The neutral it that case,just keeps each phase & neutral @ 230 volts.

The DNO's like to keep their systems as balanced as possible, otherwise their cables neutral could get over-loaded, as it's usually the same size as one phase conductor.

If all the phase-current conductors loads flowed back thro' the neutral? Luckily it doesn't work that way.

 
There is also the small matter of customer`s cost. AFAIK, the 3ph meters read the highest running phase, therefore suggesting that an out-of-balance system loading will cost more to use than a well-balanced one.
