Ceiling light earth wires

Trying to fit a new ceiling light. The current earth wire seems to be split into a box and then has two earth wires. One was connected to the fixing bracket and the other to the ceiling light. Can I join the earths together or not? Should I attach one to the new fixing bracket?

Yes and yes. Does the ceiling bracket of your new fitting have an earth terminal? That's one earth wire, whilst the other earth wire goes in the block you've pictured of the new fitting.

That black terminal block should be in an enclosure too. There are special ones available for the job which are small enough to push back into the ceiling.
