The polarity check is done at the rose.

Or is that only for Bayonet lamp holders?

 
because your supposed to check polarity dead before energising!

and the only thing neon screwdrivers are useful for is a screwdriver (and many dont even manage that)

 
Also, you are only required to check polarity on the style of ES lampholders with a metalic screwthread that is used as the neutral connection from the lamp.
