Re. EICR I take it we're talking about the new electrical installation condition report (previously periodic inspection report)

and NOT an electrical installation certificate.

If it's domestic part P work, whoever issues the electrical installation certificate (under the self certification scheme) will need to be registered with a scheme provider.

If it's an installation condition report, the person who issues the report needs to be 'competent'.
