Flats ...

Went to do a quote for additional kitchen sockets today .. second floor purpose built flat in a block .. tails and MEC all ok, no upgrading reqd ... but just out of interest if the tails/mec did need upgrading who pays for it ? the meter is two floors below in a room with the meters for all the other flats .. so is it the owner of the flat or the owner of the freehold ... i'm guessing it will be in the deeds somewhere .. as i say it doesn't need doing but it had me pondering ..
