Can't see them finding the money. Would spell the end of free fit schemes??

IIRC Leeds council were doing this a while back,

I done a few PV over there where the people had got interest free loans, they simply paid back 50% of the generation tariff till it was paid off.

dunno if it was a free for all or simply a trial scheme TBH.
