Heater in bathroom

I have been asked by a customer to replace a fan heater in a bathroom.

The previous heater has no rcd protection and is protected by a 16A Fuse. Bonding is all fine. Is it acceptable to replace the existing FCU with an RCD FCU to protect the heater or does the whole circuit have to be RCD protected (as it is concealed within the building fabric). Any advice would be greatly appreciated. Thanks.

 
Thanks for the quick reply Andy. Much appreciated. It is basically a like for like basis so I shall go ahead with that. Do I need to issue a minor works cert as it is in a special location?
