I&T comes more with experience than anything else as no one can explain every fault to you. Follow the simple guidelines. If it can kill you if you touch it now its a C1. If it could kill you if something else happened first it's a C2. If it was safe when it was installed but the regs have changed its a C3. If its something odd that doesn't fit a C1 but your not sure then FI. Not 100% perfect but not far off.
