I think you need to establish if it does go to the green box by calling out those responsible for the green box. It may or may not be their cable?

As above, it does not sound like you have any authority to touch this cable, even if you knew how.

P.S HOW do you know it is a 4 core cable?

Knowledge of the installation you are working on..
Safe isolation..
Appropriate test equipment, tools, PPE..
Get stuck in!!!!
