Insulation Resistance testing

Hi

I am trying to test insulation resistance on a light circuit consisting of seven fluorescent lights.

The circuit is in a garage connected to consumer unit that is driven from a consumer unit in the adjacent house.

I can

 
You can join L/N together and test to earth OR disconnect each fluorescent light inside and IR test normally.

Worth checking the lighting switch though if it seems to be doing nothing to help the IR test.

Can't you just take out the starter and tube then I/R Test ?

If they are old flourescents then there will be a capacitor in there as well! Which also needs disconnection as it'll start charging from the DC test voltage.
