I was watching a programme on TV earlier called The Super, it's about a lettings agency in America. Anyhow this house is being rented by a group of students and they ring up at 1.20 AM to report a loss of power, the electrician goes out and discovers that there is no power going in, probably because they haven't paid the bill. The meter and fuses are in a locked box with a small window to read the meter, outside the property and secured with a metal strap seal. This electrician tells them they'd have to get into the box but he won't cut the seal because it's a big no no, he lends one of the students a reciprocating saw with which to remove the strap, and he then inserts 2 links across the fuse holder. he got sacked for doing it, but what I found funny was the fact that he wasn't prepared to break open the box but was quite happy to actually commit the bigger offence by linking out the fuses.

 
It’s not exactly difficult to get to the American 4 wire meter. The electrician even has to provide the meter connections. Some even come with an off load isolator to make removing the meter easier

I remember seeing this one ages ago, I wasn't sure what he was trying to achieve. If he would have said "if I come back in half an hour and the box is open I can probably get some power on" I can maybe see that working but to give someone the tools and stand over their shoulder while they are doing it (badly) you might as well just do it yourself at that point. I would have sacked him for being a complete moron, not for linking out the fuses.
