I was always led to believe that no one would come out and test someone elses work and sign it off as that person would not know where the electrician had run his cables or if the electrician installed the correct cabling especially where its hidden.

 
Thats correct

But the LABC should come out at every stage of the work to ensure that the it complies

If it does then they send their nominated electrical contractor to test your work and provide the cert

its normally the diyers that have the problem
