As per the title really.

Anyone know the law/regs regarding this?

Have some clients who rent property and systems vary :

1 battery powered standalone smoke alarm

several battery powered standalone alarms

mains interlinked but aging alarms

Just wondering if there's formal words out there that help put the the case forward for replacement.

Apart from the fact it makes sense!

As i understand it

if there are no smokes in the property then its the tenants choice to put them in

if there are battery smoke alarms and they were working and in good order then its the tenants responsibility to maintain them as such.If the go faulty then is their responsibility to report them

There is no requirement to have mains interconnected smoke alarms installed in singal occupancy properties.Multi occupancy has its own set of rules.
