no cpc in lighting circuits

I have been asked to upgrade a fuse board to a new 17th edition cu. I have inspected the job, all seemed good, ze was 0.23 so that side was all good. The job seemed a simple cu upgrade along with upgrading eathing and bonding but then I noticed there was no cpc's for the upstairs and downstairs lighting circuits.

The customer is a pensioner so she cant afford a re-wire so im a bit confused on my options. Can anyone help? I was thinking about changing the cu putting all the relevant notices on it and making sure all lighting fixtures are insulated and safe. Is this ok?
