I looked at a job yesterday
Full RCBO Board
Metal screw less OR Screws showing switch plates
PLASTIC back boxes for the switches sunk into wall. NOT surface-ones plastered in but actual plastic ones held in with a plasterboard nail
Cpc cut off ( as was the style in the 60s, but cut so short you couldn’t connect to them )

I think plastic switches would be a quick solution?


how would you code it, if required?

As it stands Code 2 with the metal plates. I would not touch it by changing the switches, don't become part of the chain.
 
C3 if all class 2 accessories on that circuit along with a warning label at the board not to fit a class 1 accessory.
 
Accessories are generally all insulated as opposed to Class II. I doubt you could even find a Class II switch.
