ive heard of a firm carrying out tests in empty properties with no power (card meter) and passing them. is this possible, do they put no power in the limitations or what??

 
Would have to be a limitation of "Inspection and dead tests only" and would require re-visit for required live tests.

often, unless DNO are given satisfactory PIR, then they wont reconnect supply.

limitations are no live testing. providing all your dead tests are satisfactory and no code 1 or 2, then there is nothing to stop you issuing a satisfactory report. would be a good idea to go back and do the live testing once supply is on

 
I carry out PIR's as 'verification of equipment prior to connection' on dead supplies for roadside cabinets for a utilities company. I can't even verify the earthing arrangement as its buried. This is because the supply company will not connect until they have this piece of paper that states nothing.
