We are currently re-wiring a listed building (English Heritage involved) and was wondering what the low energy requirement is? I have been reading part L, but it's not overly helpful as usual for such a docment. From what I have read, historic building requirements are different.

 
There are a number of rules and they can be a pain to get around. Some buildings are exempt not for cost or energy reasons but just the way they look. I do know that in some buildings that have expensive paintings have to have some sort of polorized lighting which cuts the UV output. It was a few years ago when I did anything like this but I do remember having to speak with English Heratige often.

 
Don't building regs only apply to new builds, or extensions, or major alterations?

For a like for like rewire you don't have to bother. you can stick with all the old socket and switch heights etc if you so wish, so surely you can do what you like with the lighting.

Or have rules changed and they are now retrospective? 

 
this is a major re-vamp  - place is being gutted except for the untouchable features like cob walls ( like anyone will see them under plaster and paint). The original stone gun emplacement walls I can understand being left alone, even if someone lopped the top off the old fort to build a house on top of it!!
