Seperating outside lights from Kitchen lights

Hello theory i ask because i just read something in the shall i grass him up post,i may not have read it right but it mentions something about this in the ops letter to the customer.
 
AH!

Because the kitchen lighting is a circuit which has been altered by the builder, he doesn`t want to do ANY works on that circuit.

Therefore, he`s going to provide the outside lighting from an independant cct. , which allows him to comply with regs, without getting involved in the shoddy work on the existing circuit.
