Hi - I have Mini stonewold tiles (https://redland.co.uk/products/slate-range/mini-stonewold). They are laid with a 15cm headlap.

It is more sensible to get a long roof hook such as the renusol UK flexible, or cut into the tiles? I'm guessing the former, even though it makes for a longer moment arm...?

Longer roof hooks allow the array to bounce in strong winds. I would recommend Schletter, their roof hooks are about twice as thick as the competitions. You will need to angle grind a slot in the tile that sits over the bracket arm to get it as flush as possible. I would also recommend using a plank to walk along whilst working on that type of tile to avoid breaking any
