Do you know what the 11kv transformer is rated at... kva wise? , normally you can get a near enough figure for pfc by knowing the full load rating and the Zpu (which is normally pretyy typical for a given size of transformer) its not perfect but it'll be closer than anything you could hope to measure with a loop tester :0
