Storage heater timer problems

Hi, I'm new to this forum so hopefully I've come to the right place. 

My father has storage heaters running on an economy 7 tariff. He is currently switching them on and off manually as his timer isn't working. It is a Horstmann v mk4 srs. It says property of NE electric board. 

How does he get it repaired? Is it a job for an electrician or his energy supplier?
