Three Phase Power in a house

 I came arcoss this in a house. From my undestanding its three phase power but only one phase is being utilised. Does this mean it's just treated as single phase. As in the the max ZE for TN-S is 0.8 or because it's 3 phase it's diferent ? I know when you normally test three phase power you test between phases but I assume you would just yest this as it was single phase as only one phase is being used. Am i right in my thinking ?

The only conductors you have any authority to access are;

A single phase,

A neutral, 

and an Earth...

Unless you were planning on cutting some seals?

Lol no the seals will be left alone. In theory if the customer wanted to supply an outbuilding then he could have another meter put in and then one of the spare phases could be used to power the outbuilding? Then that would also be classed as a single phase install. I guess it’s only classed as 3 phase if all the phases go into one Distribution board and then the load has to be balanced , right ?
