Time lag switches in flats

Can anyone tell me how time lag switches are typically wired in blocks of flats. I'm thinking of the ones that you get in the hallway and press to turn on as you walk up.

Is this just two way switching, with each switch controlling the light on the current floor and the one above i.e. 2 gang and two way?

 
LOL of course you would thanks for pointing that out!

So each switch is wired in parallel with the switch on the floor above and below or all other floors so that one switch controls all lights.

Sorry if these are stupid questions, i've not had to work on this before.

 
It can be a bugger to find the switch that is keeping the lights on? :|
