Trickle voltage at extractor fan

Hi, I have installed a new extractor fan with a run on timer. Fan is wired in series with bathroom light switch circuit together with a permanent live to keep fan running after light switched off. Problem is fan run on timer does not stop fan, and measured 17.5V at the fan terminals when the light switch off. Understand this is preventing run on timer from shutting off fan. Can someone pls advise how to solve? Thanks, Andrew.
 
Hi folks, thanks for feedback. Reading 17.5v at fan (switched) L & N terminals.
SL and PL clearly marked, so not reversed. Not 100% sure if fan wired in series or parallel (replacing old fan with new and existing wiring). Will a new light switch solve the problem?
