Zs reading lower than R1+R2

Hi all
I am testing final circuits in an office block it is a medium to large installation Fan coil units LCM ( Lighting Control Unit) and floor tracks
I have completed my R1+R2 tests and today I started to test live circuits but the results are coming in lower that R1+R2 I have explained about parallel paths but the engineer over the job will not except these readings

can anyone help
 
Were your R1+R2 readings done with parallel paths isolated from the cpcs.
 
Assuming your R1+R2+Ze are below the max permissible Zs,
Then you could just note your results by calculation...

As per guidance note 3, page 86.. and the note following the reg 643.7.3 ident.
Method 2!!

And stop worrying about your measured Zs
 
ask the 'engineer' for advice on what to do, and get him to test them to make sure youre not making up the results... then see if they are acceptable
