It looks like one of the continental Europe extension sockets. They don't bother too much about polarity as most connectors are reversible.

As pointed out, there is probably a control box that should feed the LED’s. If you put a mains dimmer across the led strip it will blow up!

It could be poorly crimped connectors from new!!

Or a covid mask (black)

An old, suitably large glove sometimes works as well.

You have answered your own question. You have to have the minimum load stated for that switch. It was designed for incandescent lamps.

That plug doesn't look like it's factory fitted. So it would appear whoever installed it wired the plug on and just plugged it in.

Above answers are correct. this is the cure! You need one of these to sort the LED glow issue...
