If they connected your neighbour's house to your feed, presumably they wouldn't do the joint within your property boundary? And one would fully expect them to use the 100% correct duct etc outside that boundary.

Actually you probably could. The billing is exactly the same and works purely on what the meter readings are. I had 3ph in my last house and the pricing was identical to 1ph.

The current feed looks like a coaxial cable and the neutral of it is connected to the earth in the house, so not TT. Also there is no earth rod anywhere. The earth is also bonded to various water pipes. However this feed will become redundant when 3ph goes in, so it will depend on what the power...

My comments above on trade practice are from actual experience. Somebody I know has a 2nd house which is rented out. I don't know if this makes a difference (an EICR may or may not be needed depending on # of occupants perhaps) but every electrician has flatly refused to do...
