I have been in touch with NIC and he informed me that as you stated you only need to put a comment if it is coded.
Apparantly the tech guy from NIC has been inundated with the same query since the new forms started, apparantly they are going to put an explanation on the web site.

The origional ceiling is intact so should be ok, but i will check out the snaplite fittings.
I need the information on the main fuse for the PIR Report, but not verified sounds good to me.

It is a main re- wireable fuse, semi enclosed with asbestos,
Reason for question on down lights is there is only a 3 inch gap between false ceiling and origional,
most fire rated are about 6 inch deep.

And do all kitchen down lights have to be fire rated? i`m pretty sure they do!
