    I have seen equipment wire double insulated with sheaths coloured like this. Makes assembly easier. This may or may not be that.

    It can still be double insulated even if it is conductive. Probably says something in the instructions about the correct way to wire it up and maintain the class 2 rating, or rather following the instructions by default complies with the original classification.

    No. To do it correctly you should do all the required test before and after the works and issue the relevant certificates. Legally you can do whatever you like, you don't even legally need to do it correctly (assuming you are a homeowner/DIYer and this isn't paid work).

    Boge S10 doesnt start

    Every time I have connected a Boge compressor up with incorrect rotation it has fired but made a right old squealing, suggesting the panel just closes the contactor regardless.
