    Have a close look at that floor collapse, there are obvious structural faults in its construction that indicate there wasn't a Structure Engineer or Architect involved in its design, I will leave you to speculate who designed it.

    Conversely you could say the same about Architects and Structural Engineers, but they do have a legally recognised body and qualifications, that does not stop Joe on the street building what they like, but they do get taken to court if they are found out by the local council for contravening...

    That is the whole problem, electricians do not need to have qualifications to work or be a member of a particular authoritative body/institute/association, so there are numerous organisations out there vying for you to sign into and none of them are statute or have royal assent.

    You don't need the battery in place to slide the alarm onto the base, just the dropped down flag pushed up into the void, thats why I suggested seeing if the alarm still works with the backup battery removed that will verify the supply cable.     Does the alarm still work if you take out the Alkaline battery backup, if it does your mains are still connected and it could be a failure of the green LED.

    I was always the most expensive in my area for anything I quoted for, when the rate was questioned with "But Joe said his rate was" I would always answer "Get Joe to do it for you, when you get into trouble or the job isn't finished and Joe has disappeared you know where I am" the job then...

    A picture of the CU would help, but normally somewhere in the region of £500.00 for a straightforward EICR with no access or problems that need to be addressed as a mater of urgency, but as soon as a problem is found the costs go up to rectify them.

    As the OP is not an electrician the use of "ECIR" would tend to indicate he may know what he was paying for even though the letters may be misplaced, a periodic inspection would indeed take less time, but even then longer than 1hr 40mins, I feel you are making excuses for a cowboy.

    I assume you mean a EICR, It would take me at least one whole day, according to size of property, and a few hours after to prepare the report, seems you have not paid tell them to take a long walk off a short pier, get someone else to do one for you, did the previous electrician hitch his horse...
