    I believe you also need a minimum £250,000 professional indemnity insurance too, not sure who stipulates this, it's in the guidance somewhere. Regardless of whether it is mandatory it's wise to have it anyway if carrying out EICRs.

    EICR help

    Bin the agent, bin the spark would be my advice.  Pound to a penny it'll be a peanuts EICR and they're making up the loss on the EICR in remedial works. An EICR should be written so that any spark following on can work out what remedial work needs to be done.

    Do they all flash and dim together at exactly the same rate? What you are describing sounds exactly like an LED lamp failure but not if they are all flashing/dimming simultaneously which would suggest something supply side.

    Your incoming supply will need to be assessed too. If you're on a 60a fuse for example your added load plus the existing house demand may well exceed your supply.
