    Yes but then you’d have to have all the proper test equipment and know what you’re doing. This way he can prove a voltage at the other end of a cable but will he know it’s safe for a real voltage?

    I suspect you mean each consumer unit has a 63A main switch, this is not a fuse, so fuse will be 80A.

    You’d be best to speak to the DNO, only they can tell you if your supply is big enough to do what you need. As for splitting, what do you have in each flat electrically?

    I think you’ll find it’s not a requirement to earth the back box providing there is one fixed lug.

    Go to the only light working upstairs, the fact that it stays constantly on would suggest you have connected the permanent circuit live to the switch live position. This needs moving to the middle loop live.
