Wouldn't this depend on how the lease etc is defined  also. Or use of premises. I.e domestic or commercial  that's if it's been notified of change. 

It does appear and is the fact that sparks are ten a penny to customers. People just do not understand what we have to go through to be qualified and it annoys me when people just don't want to pay because of there ignorance to this.
