    You more than likely have a wiring fault. You need to check all the wiring on the circuit to ensure you have no short circuits/incorrect polarity etc. As this is a shed it should be fairly simple to fault find.

    And another spanner in the works, as this is a distribution circuit you need to calculate your 3% lighting for the end of the lighting circuit not the distribution circuit. Not going to be an issue on this one but on larger installations it could catch you out.

    Could you not install a gas boiler for hot water and heating? This would significantly reduce your expected load and cable size.

    Have you changed any light fittings in the property at any point in time? If so it might be worth turning of the circuit at the consumer unit and checking the connections at any lights you have replaced.
